The Mulford Act is the 1967 California Bill that repeal laws allowing the public to carry firearms loaded. Named after Don Mulford Republican lawmaker, the bill was made in response to members of the Black Panther Party who patrolled the Oakland neighborhood while they were doing what would then be called overseeing. They garner national attention after the Black Panthers march on California State Capitol to protest the bill.

AB-1591 was written by Don Mulford (R) from Oakland, John T. Knox (D) from Richmond, Walter J. Karabian (D) from Monterey Park, Alan Sieroty (D) from Los Angeles, and William M. Ketchum ) from Bakersfield, he passed both Assemblies (controlled by Democrats 42:38) and the Senate (p. 20:20) and signed by Governor Ronald Reagan on 28 July. The law prohibits carrying loaded weapons in public.

Both Republicans and Democrats in California supported the increase in arms control. Governor Ronald Reagan, who happened to be present on the grounds of the House of Representatives when the protesters arrived, later commented that he saw "there is no reason why on the road today a citizen should carry loaded weapons" and that weapons are "a ridiculous way to solve problems must be resolved among good-willed people. "In a press conference later, Reagan added that the Mulford Act" will not work hard on an honest citizen. "

The bill was signed by Reagan and became California criminal code 25850 and 171c.
