The periorbital black circle (also known as dark circle , infraorbital vein stasis or periorbital hyperpigmentation ) is a dark stain around eye. There are many causes of this symptom, including heredity and bruising.

Cause
Any condition that causes itchy eyes can contribute to dark circles as it rubs or scratches the skin around them. Patients with Hay fever will in particular see under eye "stain" during peak allergy season.
Drugs
Any drug that causes dilated blood vessels can cause the circles under the eyes to become dark. Because the skin under the eyes is very smooth, any increased blood flow is seen through the skin.
Anemia
Lack of nutrients in the diet, or lack of a balanced diet, can contribute to changes in the color of the area under the eyes. It is believed that iron deficiency can cause dark circles as well. Iron deficiency is the most common type of anemia and this condition is a sign that insufficient oxygen enters the body tissues.
The skin can also become more pale during pregnancy and menstruation (due to lack of iron), allowing underlying veins under the eyes to become more visible.
Fatigue
Lack of sleep and mental fatigue can cause pallor of the skin, allowing the blood under the skin to become more visible and look more blue or darker.
Age
Dark circles tend to become more real and permanent with age. This is because as they age, their skin loses collagen, becoming thinner and more translucent. The circle may also gradually begin to look darker in one eye than the other as a result of some ordinary facial expressions, like an uneven smile.
Periorbital hyperpigmentation
Periorbital hyperpigmentation is the official name for when more melanin is produced around the eyes than usual, giving them a darker color.

Treatment
At one time, Hydroquinone solutions are often mixed with oil-free moisturizers that act like skin whitening. However, the use of hydroquinone to whiten skin has been banned in European countries due to health problems. In 2006, the US Food and Drug Administration revoked its approval of hydroquinone for preparations on the table warning that it could cause cancer or have many other adverse effects.
The use of hydroquinone skin whitening products can be toxic, harmful or lethal to humans.
Modern treatments include topical creams that are marketed for this condition (eg L'Oreal, Olay, Skin Doctors, etc.). Various ingredients have been studied, developed and incorporated into this cream. For example, more recently, a chemical compound called alpha hydroxy acids (AHA) has been added as a beneficial ingredient for cream for dark circles. Specialist treatments including laser surgery and intense pulsed light skins can also be used.
